I've heard about federal bid, performance and payment bonds being used to dismiss criminal charges. Is that true?

This theory has been circulating in the freedom communities for over 25 years. We have seen people try to use this theory rather than hire counsel or litigate through traditional means and it never lead to anything but conviction and jail time. It often results in the maximum jail time and sentencing when a defendant never raises any defenses but instead tries to use fringe theories such as this one.
