Can the right to travel be licensed?
The right to free mobility is a liberty protected by the constitution in the United States of America. Driving is a a privilege to use the public roads not a right. Many theorists misquote and misinterpret the Supreme Court in rulings where it states traveling is a protected constitutional right. Those same rulings also state in the opinion that operating a motor vehicle requires a license because the state has a duty to maintain public safety. They affirm driving without a license is illegal.
