To be used or linked to a commercial transaction or financial transaction of any kind, there must be an act of the state and/or federal legislature authorizing a vital record to be used for such purposes. There is no legislation in any of the 50 states or federal legislation that authorizes such an act. Government can only act according to the authorization of an act of the legislature which is then codified into the state or federal code.
